The Brihanmumbai Municipal Corporation (BMC) has launched India’s first artificial intelligence-powered building permission platform, marking a major shift in how construction and redevelopment approvals will be processed in Mumbai. The new system, called CivitTwin, aims to reduce approval delays, improve transparency, and streamline the city’s increasingly complex construction clearance process.
The AI platform was officially launched by Devendra Fadnavis during the Mumbai Tech Week 2026 event at the Jio World Convention Centre in Bandra-Kurla Complex. Civic officials said it’s an approval system that uses artificial intelligence and a “Digital Approval Twin” model to check building proposals before they are submitted.
- The BMC said the system will virtually check construction proposals and automatically find documents, rule violations, pending clearances and inconsistencies in submitted plans.
- This will help architects, developers and consultants find issues instead of facing repeated rejections and resubmissions during the approval process.
The platform uses AI to verify compliance with Development Control Regulations (DCR) check uploaded drawings and cross-check supporting documents. The goal is to minimize work while ensuring proposals meet regulatory requirements.
The launch is part of Mumbais push toward urban governance. This year the BMC started integrating a large-scale 3D digital twin model of Mumbai with various municipal systems. The AI-powered approval platform will work with these initiatives to create a more connected planning ecosystem.
BMC Commissioner Ashwini Bhide said the system will make approvals faster more predictable and transparent. Authorities believe it could reduce project delays that often affect housing developments, redevelopment schemes and commercial construction projects.
The BMC also expects benefits. Generated data analysis could help planners assess road networks, sewage infrastructure, water supply systems and future redevelopment requirements.
A senior BMC official noted that the system was developed over six months by a technology partner. With Mumbai witnessing large-scale redevelopment and infrastructure expansion civic authorities hope the AI-powered approval mechanism will reduce bottlenecks and accelerate project execution.
