Maharashtra’s vibrant startup ecosystem is all set to come into the limelight as the ET Soonicorns Summit 2025 is launched in Mumbai this week. The eagerly awaited event, which has been organized by The Economic Times, will also launch a comprehensive Maharashtra Startup Report, which will feature the state emerging as one of India’s most vibrant entrepreneurial ecosystems.
The conference, titled “Building the Next 100 Soonicorns”, seeks to highlight upcoming startups that are likely to be unicorns in the next few years. Mumbai and Pune in Maharashtra remain magnets for entrepreneurs, investors, and innovators from various sectors—from fintech and artificial intelligence to sustainability and healthtech.
Maharashtra: India’s Innovation Nucleus
Over the past decade, Maharashtra has evolved into the epicentre of India’s innovation economy, home to over 15,000 registered startups, according to the Department for Promotion of Industry and Internal Trade (DPIIT). Mumbai, the country’s financial capital, has led this charge with strong activity in fintech, media, and logistics tech, while Pune has emerged as a hotspot for deep tech, SaaS, and mobility innovation.
The new ET Soonicorns Maharashtra Report will likely explain how policy reforms, venture capital inflows, and infrastructural strengths have put the state at the forefront of startup formation and scalability. Close sources to the report indicate that Maharashtra contributes almost 20% of all Indian startup funding, a reflection of its strong investor ecosystem and business-friendly government.
Fintech, AI, and Cleantech Lead the Pack
Among industries fueling Maharashtra’s startup intensity, fintech remains at the forefront—with Mumbai home to some of the largest names like Razorpay, Pine Labs, and Cred. The city’s established banking landscape and regulatory access mean it is an organic financial innovation hub.
Meanwhile, AI and automation technology startups from Pune and Navi Mumbai are picking up quick steam, backed by the strong technical talent base of the region. SaaS companies that have AI as their backbone, logistics technology startups, and cleantech startups are attracting increasing attention from domestic and international investors.
“India’s unicorns of the next generation will come from places like Pune and Nashik as well as Bengaluru or Gurgaon,” said a venture partner at the summit. “Maharashtra has the perfect combination of industry, capital, and innovation.”
The Role of Government and Incubators
The government of Maharashtra has also been actively involved in creating a nurturing ecosystem for startups. Efforts such as the Maharashtra State Innovation Society (MSInS) and the Startup Maharashtra Policy 2022 have offered major incentives, including seed funding, incubation assistance, and funding through the Maharashtra Startup Fund.
Incubation centers and co-working environments like WeWork, Rise Mumbai, and Zone Startups India in Mumbai have been responsible for fostering early-stage startups. Pune’s Science and Technology Park and Bhau Institute of COEP continue to empower innovators through laboratory access, mentorship, and investor connections.
Equally important is the connection of academic institutions like IIT Bombay and IIM Nagpur with entrepreneurial initiatives, which has also solidified the pipeline of innovation-driven startups.
A Global Investment Magnet
Venture capital activity has been consistently recovering through 2024–2025 as global investors came back to the Indian market due to stabilizing macroeconomic conditions. Maharashtra has hugely gained from this recovery process.
Based on sector data, Mumbai startups saw more than US$3.2 billion in venture capital inflow in the first nine months of 2025 alone, driven by fintech, healthtech, and AI mega rounds. Leading international funds such as Accel, Prosus, and Tiger Global have indicated fresh enthusiasm for Maharashtra’s ecosystem.
“India’s Silicon Valley West has become the Mumbai-Pune corridor,” observed one report contributor. “Digital infrastructure, cosmopolitan culture, and access to capital combine to make it unmatched.”
Looking Ahead: Building the Next 100 Soonicorns
As the ET Soonicorns Summit 2025 begins, eyes will be on trends in funding as well as sustainable scaling, AI adoption, and international expansion. Panel sessions will feature top founders, investors, and policymakers discussing how Maharashtra can scale up from a state of startups to a scale-up leader.
With its entrepreneurial ethos rooted deep, favorable policy climate, and increasing talent base of innovative minds, Maharashtra is poised to write India’s next story of startup success. The state ecosystem is no longer just churning out startups—it’s creating lasting institutions of innovation.
As one investor simply put it at the pre-summit meet: “Maharashtra isn’t on a unicorn hunt anymore. It’s breeding legends.”
