The Maharashtra government, in partnership with IIT Bombay, is developing an artificial intelligence-based tool designed to help law enforcement agencies identify suspected illegal Bangladeshi nationals and Rohingyas living in the state. The proposed system will analyse speech patterns, tone, and language usage as part of an early screening process during police inquiries.<\/p>\n\n\n\n
Officials familiar with the project said the tool is being developed by the state\u2019s information technology department under a \u20b93-crore initiative. Based on these linguistic markers, the tool will indicate whether the individual\u2019s speech aligns more closely with patterns commonly associated with Bangladeshi nationals rather than residents of Indian states such as West Bengal.<\/p>\n\n\n\n
Once flagged, law enforcement agencies can then move forward with detailed document checks and nationality verification through established legal procedures.<\/p>\n\n\n\n
The project gained attention after Chief Minister Devendra Fadnavis spoke about it during the launch of the Mahayuti alliance\u2019s manifesto on January 11. He stated that Maharashtra had already deported a large number of illegal Bangladeshi nationals and that technology would help scale up these efforts.<\/p>\n\n\n\n
He said the government plans to use artificial intelligence to identify and deport all illegal Bangladeshi nationals from Mumbai and other parts of the state. According to the chief minister, the AI tool is expected to be operational within the next six months.<\/p>\n\n\n\n
One of the biggest challenges facing the project is the linguistic overlap between Bangladesh and West Bengal. Bengali is spoken on both sides of the border, and dialects, accents, and vocabulary often blend seamlessly across regions.<\/p>\n\n\n\n
This overlap is particularly strong in border districts such as North 24 Parganas, Nadia, Murshidabad, and Malda. Residents from these areas may sound similar to speakers from Bangladesh, making language-based distinctions difficult even for native Bengali speakers.<\/p>\n\n\n\n
Officials acknowledge this challenge but insist the AI model is being trained to detect subtle linguistic differences that are not easily noticeable to the human ear.<\/p>\n\n\n\n
As of mid-January 2026, officials said the AI system has achieved an accuracy rate of around 60%. The government\u2019s goal is to improve this to near-perfect accuracy within four to six months.<\/p>\n\n\n\n
Senior IT department officials, however, have expressed caution. Some have raised concerns about whether the tool will stand up to legal scrutiny, especially if its findings are challenged in court.<\/p>\n\n\n\n
An officer involved in the project said that while progress has been steady, building a tool that is both technologically reliable and legally defensible may take longer than initially anticipated.<\/p>\n\n\n\n
Police officials say one of the biggest hurdles in identifying illegal immigrants is the widespread availability of forged or fraudulently obtained documents. Many suspected individuals possess Aadhaar cards, ration cards, or other identity papers, making it difficult for officers to proceed once documents are produced.<\/p>\n\n\n\n
A senior home department official said that even when police suspect documents are fake, proving it is a lengthy and complex process. In many cases, officers are forced to drop further action due to lack of immediate evidence.<\/p>\n\n\n\n

According to officials, if the AI system suggests that a person\u2019s linguistic profile does not match that of an Indian citizen from West Bengal or other regions, police would have stronger grounds to examine documents more closely.<\/p>\n\n\n\n
Another official explained that the tool could help officers pursue forgery investigations more confidently. If nationality suspicion is supported by linguistic analysis, it becomes easier to justify the time and resources required to verify documents and trace their origins.<\/p>\n\n\n\n
Despite government assurances, the project has raised questions about fairness, accuracy, and potential misuse. Legal experts have pointed out that speech patterns alone cannot determine nationality and that errors could lead to harassment of Indian citizens, particularly Bengali-speaking migrants.<\/p>\n\n\n\n
Officials have stressed that the tool will not be used as sole evidence and that all final decisions will rely on legal verification processes. Still, concerns remain about how the system will be deployed on the ground and whether safeguards will be sufficient.<\/p>\n\n\n\n
Chief Minister Fadnavis has also stated that the government has set up detention facilities to hold suspected illegal immigrants before deportation. He claimed police investigations have revealed a pattern in which alleged infiltrators enter India through West Bengal, obtain forged documents, and then move to other states to access government benefits.<\/p>\n\n\n\n
