Historic Colaba Causeway, often celebrated as a shopper’s haven and a cultural landmark, has now become the epicenter of civic concerns with its residents issuing a one-week ultimatum to the BMC to remove illegal stalls and street encroachments. For months, the issue has been simmering, highlighting a recurrent conflict between informal commerce, pedestrian safety, and urban governance in one of Mumbai’s busiest heritage precincts.<\/p>\n\n\n\n
CRWA blamed the BMC for negligence in implementing footpath rules. It said over 50 per cent of the stretch starting from Regal Circle till Colaba Market has been occupied by unauthorized vendors, leaving little space for the pedestrians to walk. \u201cIt\u2019s not about inconvenience anymore\u2014it\u2019s about safety. Tourists, senior citizens, and schoolchildren are forced to walk on the roads amidst moving traffic,\u201d said a resident.<\/p>\n\n\n\n
The stretch in Colaba Causeway has traditionally been synonymous with the interesting combination of licensed shops, antique stores, cafes, and street vendors selling souvenirs, accessories, and garments. Yet residents argue that their original charm and the balance between trade and movement have been lost. Many stalls were said to operate without permits or in disregard to the hawking zones laid down under the BMC’s Street Vendors Policy.<\/p>\n\n\n\n
The problem has aggravated over the past couple of months, especially after the festive season rush, in which new encroachments mushroomed overnight. Footpaths are cluttered with tarpaulin sheets, display racks, and pushcarts, rendering them virtually impassable during peak hours. The residents\u2019 association has compiled photographic evidence and submitted numerous complaints to BMC\u2019s \u2018A-ward\u2019 office. The recent ultimatum was their strongest protest yet-a threat of collective legal action against the civic body if it refuses to respond.<\/p>\n\n\n\n
To this, a BMC official from the Market and Encroachment Department said that regular drives are undertaken to clear unauthorized stalls. \u201cWe remove illegal vendors frequently, but they return within hours. The challenge lies in enforcement and in the lack of designated vending zones nearby,\u201d the official said. The civic body promised a relook at the area within the week.<\/p>\n\n\n\n
For urban planners, though, the issue is only a manifestation of more fundamental flaws in the way public spaces are planned and managed in Mumbai. According to architect and conservationist Pankaj Joshi, Colaba Causeway falls in a heritage precinct, where visual and structural integrity are important. “Encroachments not only affect movement but also undermine the aesthetics and heritage value of the area. The civic authorities must balance livelihood concerns with conservation priorities,” he said.<\/p>\n\n\n\n
The street vending debate in Mumbai has always been complex. The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, tries to balance hawkers’ rights with the need for urban order. However, demarcation of hawking and no-hawking zones has thus far proved arbitrary. In a place like Colaba Causeway, where commercial real estate is very expensive and sees a high volume of footfall, the struggle for public space only intensifies.<\/p>\n\n\n\n
The local shop owners say their business is suffering, too. \u201cCustomers can\u2019t even reach our stores without brushing past ten stalls. Chaotic, and not fair to those of us paying taxes and rent,\u201d said one shopkeeper who has operated in the area for more than 25 years. This perpetual crowding could be hazardous in terms of fire safety and emergency access.<\/p>\n\n\n\n
Locals have demanded that the BMC and Mumbai Police carry out joint enforcement drives, and impose heavier fines on repeated offenders. The residents also suggested segregated vending zones in the less congested areas of South Mumbai, so that the livelihoods of the hawkers are not completely threatened. With its mix of colonial architecture, cafes, and street fashion, Colaba Causeway continues to attract tourists and is a cultural symbol of Mumbai’s spirit. But as encroachments balloon unchecked, the balance between heritage and safety on one side and economic opportunity on the other reaches a delicate tipping point. The coming week will be crucial\u2014both for the BMC\u2019s credibility and for the future of one of Mumbai\u2019s most cherished public spaces.<\/p>\n\n\n\n
