Mumbai, October 9, 2025:
<\/strong>In a historic verdict to improve the safety of students, the Bombay High Court has instructed the Maharashtra state government to place all the safety compliance information of schools in the state in public view by October 9, 2025. The directive requires information regarding CCTV surveillance, verification of backgrounds of staff, working complaint mechanisms, and other safety-related arrangements to be placed in the hands of parents, guardians, and the general public.<\/p>\n\n\n\n

The court ruling comes against the backdrop of growing anxiety over students’ safety and well-being in both government and private schools. In recent years, various incidents in the state have underlined loopholes in school safety guidelines, such as failures in monitoring, lack of adequate reporting of grievances, and failure to verify credentials of staff members. The High Court reinforced that the parents do have a basic right to know the safety norms of schools where their children study.<\/p>\n\n\n\n

According to the court directive, the government will make it mandatory for all schools to furnish complete information on:<\/p>\n\n\n\n

CCTV monitoring inside school campuses, having cameras installed and operational in classrooms, corridors, and common spaces.<\/p>\n\n\n\n

Complaint boxes or grievance redressal system through which students can report problems anonymously.<\/p>\n\n\n\n

Background investigation of teaching and non-teaching personnel, such as criminal record verification and employment background.<\/p>\n\n\n\n

Fire safety and disaster readiness, such as fire drills, evacuation procedures, and maintenance of emergency devices.<\/p>\n\n\n\n

The High Court was concerned that safety audits exist only in files and not much is verified on the ground. “It is important that parents be made aware and empowered so that their children could be protected,” said the bench, also adding that having transparency in safety operations would make the schools more accountable and responsible towards their standards as well.<\/p>\n\n\n\n

The government has been requested to develop an online dashboard or public data repository through which this information is available district-wise. The portal shall be easy to use, updated constantly, and enable parents to check compliance at any time. The education experts have welcomed the step as a “game-changer” for school security, saying that transparency would naturally lower cases of negligence and abuse.<\/p>\n\n\n\n

The order has been also welcomed by the activists. Sunita Deshmukh, Mumbai-based child rights activist, stated, “Parents have had no idea for too long how safe their children’s schools are. This order makes sure that safety adherence is not secret anymore and that schools are held accountable for each lapse.”<\/p>\n\n\n\n

Though the move has been welcomed, experts caution that implementation will be crucial. “Releasing data is just the beginning,” opined Dr. Raghav Menon, a consultant in education. “Maintaining accuracy, releasing it regularly, and presenting it in a way that parents can see easily will make all the difference to its actual impact.<\/p>\n\n\n\n

Following the High Court order, the Maharashtra education department has informed that it has already started compiling safety reports from local education authorities and intends to make them available in the public domain by the deadline. Officials have made it clear that the decision is part of the government’s continuing exercise to enhance safety measures, particularly in the light of increased concerns over child safety and mental health within schools.<\/p>\n\n\n\n

The High Court has set a follow-up hearing later this month to consider the report of compliance. Authorities will be required to show how they have developed the dashboard, incorporated validated data from all schools, and taken measures to inform students and parents of the platform’s existence.<\/p>\n\n\n\n

This decision has come at a time when school safety is at the center of national attention. Following Maharashtra’s lead to make compliance data available, other states are also likely to do the same, setting a new paradigm for accountability in schools. Parents and social activists are also expecting this move to enhance transparency and create a culture of safety, vigilance, and confidence in schools across the nation.<\/p>\n\n\n\n
